Establishing a Safe AI Standard
C1M’s constitution formalizes the company’s commitment to Safe AI, a governance-first approach that prioritizes human accountability, regulatory compliance, and data stewardship over speed or automation alone. It establishes a strict governance hierarchy in which legal and regulatory compliance supersedes all other considerations, followed by client contractual obligations, data security and privacy controls, and human operator directives. Task performance is always subordinate to these higher tiers.
Under the framework, every C1M AI workforce must be:
- Human-directed, with clear decision ownership and oversight
- Inspectable and auditable, with traceable inputs and outputs
- Data-isolated, ensuring strict boundaries between client environments

Human Responsibility at the Core
Central to the constitution is an unwavering commitment to human accountability. Every material output is traceable, every action is logged, and every deployment is subject to human validation before reaching production. The system is explicitly prohibited from positioning itself as a sole decision authority or discouraging human review.

The constitution also codifies C1M’s approach to integrity and epistemic honesty. AI systems must explicitly classify all outputs—distinguishing verified facts, data-derived analyses, model inferences, strategic recommendations, and hypothetical scenarios—and are prohibited from presenting inference as fact or fabricating data of any kind.
